People aren't naturally altruistic all the time. They operate under guidelines and fear of sanction (punishment). So we ent go litter in d'States because we'll geh charge and have to pay an expensive fine. And doh it nuh, see if dey doh ban yuh tail from dey country. America ent fraid to ban you for ignoring a littering fine. In T&T we only enforce the law, sometimes. So sometime you get charge, and sometimes you don't. So G4 tint is illegal, but companies will continue to sell it and people will continue to put it on their cars, because it does look "real bad" and the risk is worth it.
